Rule of Law

This publication is part of the China Law Development Report series, an annual initiative by the Evaluation Center for the Rule of Law at Renmin University of China. The 2015 edition, titled China Indicators of the Rule of Law, presents a comprehensive assessment of China's legal development. It employs a unique methodology based on subjective evaluations derived from first-hand questionnaire surveys conducted in late 2015, marking the first such subjective evaluation of the rule of law in China. The report reflects various strands of the development of the rule of law and is a collaborative effort involving legal scholars and researchers from multiple institutions.

The 2015 report offers an in-depth analysis of the state of the rule of law in China, structured around several key components:​

Legal Norm System: Examines the framework of laws and regulations, assessing their coherence and alignment with rule of law principles.​

Enforcement System: Evaluates the effectiveness of law enforcement mechanisms, including judicial and administrative bodies.​

Supervision System: Analyzes oversight structures that ensure accountability within the legal system.​

Safeguard System: Looks into the protections in place to uphold legal rights and prevent abuses.​

CCP’s Rules and Regulations: Explores the role of the Chinese Communist Party's internal regulations in the broader legal landscape.​

Effectiveness System: Assesses the overall impact and efficiency of the legal system in achieving its intended outcomes.​

Each section is supported by specific indicators and metrics, providing a detailed picture of China's legal environment in 2015. The report serves as a valuable resource for understanding the progress and challenges in China's journey toward establishing a robust rule of law.
